There is a mechanism in the YaST storage proposal to re-use the UUID of the swap devices, in an attempt to not break the configuration of other linux systems installed in the same computer.

But that mechanism is failing when linux_delete_mode is set to :all, the swap partitions forcely deleted at the beginning of the process are not known by the component that sets the new UUIDs, which means the UUIDs are finally not reused.

Everything works fine for swap devices that are deleted as a result of linux_delete_mode = :ondemand
