Install SLE-15-SP3-Full: Build142.3 on power8 vm

trying to install patterns QT 5 Development or KDE frameworks and Plasma Development, I got dependency issue 'devel_c_c++'.

The package patterns-devel-C-C++-devel_C_C++ is missing from PackageHub.

To be precise, patterns-devel-C-C++ is not part of SLE, but is only available on Leap / Tumbleweed. It needs to be made available on Package Hub

I just added missing pattern devel-C-C++ to openSUSE:Backports:SLE-15-SP3
