1. Software updates applet in Plasma panel, checked for updates via Status and Notifications.
2. In Software updates applet selected only Python 3.8 - something and pressed Install Updates button.
3. Software updates applet installed all available updates and showed a message it was updated only 1.

Tried again next time:
All available packages were updated even if I deselected 4 of them with Kernel updates. Showed a message 76 were updated (really - 80).

Bug still valid after 3 years.

In Tumbleweed:
1) open Discover 
2) on the left choose Updates and wait for the list of updates 
3) deselect one or more packages in the list 
4) press Update Selected 
all packages in the list are updated, regardless if the package is selected or not.
Then "Update Selected" is misleading.

Note that "Update Selected" option is useful when one or more packages are in conflict, or when update all packages takes too long.

Partial update seems working now.
I tried deselect few package and update all still selected and it works.
Tried deselect all and select only few packages and it works.
Then it seems that only selected packages are updated, regardless the number of packages selected.
I think the bug is solved.
