The directory listing https://download.opensuse.org/distribution/leap/15.3/iso/ does not show torrent files. Also https://get.opensuse.org/leap does not mention torrent links.

But the torrent files and links are there. If for instance someone takes the ISO link https://download.opensuse.org/distribution/leap/15.3/iso/openSUSE-Leap-15.3-NET-x86_64.iso and appends ".torrent", then he gets a working torrent link https://download.opensuse.org/distribution/leap/15.3/iso/openSUSE-Leap-15.3-NET-x86_64.iso.torrent.

Thanks for reporting. I am reassigning the bug to opensuse.org responsible because there is nothing the installer can do about it.
