/etc/cron.monthly/suse.de-sarg links to /usr/lib/sarg/suse.de-sarg
(File cron.sarg of Package sarg)

in this file there is a typo in the case instruction on line 24.
instead of montly it should be monthly

so the (monthly called) script fails with: Failed to determine cron frequency
