I can find needed packages using software.opensuse.org for Tumbleweed, Leap 15.2, 15.1, etc. But it stops work with Leap 15.3.
For instance: Libreoffice https://software.opensuse.org/package/libreoffice
No entry for Leap 15.3.
I can install default version of Libreoffice using YaST or zypper, but cannot get newer one, which I ordinary get with experimental repository (yellow button).

Any update for this issue?

Like the reporter I encounter the same issue, that existing openSUSE_15.3 package/applications are not presented in the search results.

Looking forward to see this working again as it did with previous openSUSE releases!

We have an issue on GitHub [1] about enabling Leap 15.3 searching. Due to the changes to the release process, the old approach does not work anymore. Software-o-o is querying the OBS API and uses the "baseproject" attribute to query published packages and group results. In the past this worked well, but Leap 15.3 does not have a single "baseproject" anymore since many binaries come from SUSE Linux Enterprise 15 SP3 and earlier SPs (inherited packages).

We know this is not working properly, the problem is finding the time to work on this (I mostly work on software-o-o in my free time).

So how can I find out where the get the desired packages from? 
I am sure that, for example, vlc is available for 15.3 on software.opensuse.org. Where is it? Is there any search tool available or do I need to manually browse through a whole bunch of potential repositories?
This looks like a showstopper issue to me.

You can use the "opi" program. It's very simple, doesn't accept any options except the searched package argument. For every searched package it searches through the openSUSE build service and offers repositories providing a variant for your specific openSUSE version (Tumbleweed, Leap 15.2, Leap 15.3, ...). Then you can let opi to automatically add the selected repo to the system and install the searched package or you can look for the repo manually on http://download.opensuse.org/repositories/ according to the repo name listed by opi so you can add the repo to your system yourself and manually install the searched package.

That's a viable workaround. I didn't know that tool before.
I have my complete 15.3 installation up and running now.

The bug on the search site persists, and has become worse. Now it is impossible to find any official, experimental or community packages. Software for the current stable and recommended version(!!!) is completely impossible.

Is it possible to add a note about using `opi` instead of https://software.opensuse.org/ to the openSUSE 15.3 release notes?

Background:

Release notes say nothing about broken package search on the web:

You have to look this up on forums/here or on GitHub. It is really not obvious that search is broken, since there is no error message or anything, it just shows nothing. Initially I thought that 15.3 is somehow defective and doesn't have the packages at all. `opi` actually works quite well and removes the need for the web search, except if you want to search for something before installing the new version. I avoided upgrading to 15.3 until the end of December because I thought that a lot of software is missing from the new release.
