actually I'm not sure this is a bug at all (and not some PM decision). But since
this differs from php4 package I think so;)

this is the samge problem as in the bug #49152 (aka #suse34152) but for php5
package.

Obviously the php5 binary is CGI and not CLI.

Sorry, I am solving a lot of security bugs (e.g. for php ...), I will do it this after the current security issue.

solution (workaround) for this problem ( needs to recompile PHP)
it's available on bug 137443
