IBM Linux on Power tools repository not available in YZ

https://www.ibm.com/docs/en/linux-on-systems?topic=servers-linux-power-tools-repository The installation method provided on that web page assumes internet connectivity and so does SUSE provided method using SCC. What is the expected way to install these tools on systems that don't have Internet connectivity such as YZ test systems?
When doing PowerVM training, instructor gave those RPM packages via zip file, however, we should probably mirror IBM Power tools repo in the jumpbox or some such.
Hello SUSE, I have mirrored this bug to IBM LTC 195012. I will update here when I know more about it.

Hello SUSE, This YZ Bug blocks the (Prio/Sev P1/Critical) LTC Bug 205755 (SUSE Bug 1220711), therefore I am raising the Prio/Sev accordingly. The IBM team is investigating. Thank you for your support.
There is, of course, the workaround of mirroring the content of https://public.dhe.ibm.com/software/server/POWER/Linux/yum/IBM/SLES/15/ and copying it to the LPAR in question. The request here is to make this repository available in YZ so that developers can always have the current version of these tools installed.
