The assignment of Function keys are different per option within Yast2. Sometimes Cancel is assigned to F9 other times to F8. Quit also is assigned to F10 or F9 or F8. It would be good for ease of use to have consistency throughout Yast2 where F9 == Cancel, F10 == Quit.

If it's about those function keys, it's obviously about the NCurses UI (text mode). Right?

Can you name some examples where F8 acts as "Cancel"? For NCurses, IIRC it should be F9 everywhere; that's a global setting that we have in the NCurses UI engine.

Yast2 > Hardware > Printer > Edit available Printer
F8 == Cancel

Yast2 (home)
F9 == Quit

I would expect F10 here as that is throughout.

Found another one:
Yast2 > Security and Users > User and Group Management > Edit User

F8 == Cancel
