Format Options empty help dialog

From Expert partitioner, when editing a partition and selecting a filesystem different from btrfs, if user press on "Options..", Format Options screen contains a Help button which lead to an empty screen.

We have not scheduled this yet. We overlooked it had turned into P2.

I can elaborate a bit on the cause. The content of the help button for every Partitioner screen is usually auto-calculated from the corresponding help texts of all the CWM widgets used in that screen. But that's not true for the few pop-up dialogs we have. Those dialogs should implement their own help() method in Ruby (likely just concatenating the help texts from all its widgets).

The following pop-up dialogs contain an empty "help" button and, thus, would need to be extended with the mentioned help() button.

 - FstabOptions
 - ImportMountPoints
 - MkfsOptions
 - PartitionTableClone

This should be almost trivial to fix.

In case that submission is required to fix this issue, feel free to re-route the yast-rake update to the GA codestream by directly submitting to SUSE:SLE-15-SP4:GA.
