/usr/etc/pam.d/sshd lists pam_nologin in both auth and account sections. So when logging as root into a system that has /run/nologin a message is printed twice.

Not sure whether that's intentional.

Seems to have happened in bug 530885. I don't understand the rationale in bug 530885 comment 8 where it's listed in both chains, contrary to the preceding suggestions where it's only in the account chain.

I'll do some testing.

Might be related to bug 1192439.

I think it should only be in the account chain, not in auth.
