When starting on Windows 10 an application cross-compiled and bundled with this library it fails on startup with the error "crypto/fips/fips.c:597: OpenSSL internal error: FATAL FIPS SELFTEST FAILURE"

Not sure if it's lack of the hmac files but I noticed that the function "verify_checksums()" on file openssl-1.1.1-fips.patch is looking for a ".so" is this right?

Dear Perry,

Ralf was so kind and fix a bug which seems similar to yours in Bug 1211562.

Could we maybe close your bug as a duplicate of that one?
