I should have gotten one 2023-04-14 01:52:59 EDT from bug 1188954 but it didn't happen. Did the upgrade break BZ bugmail?

Mostly AFAICT. I've only caused two bugmail instances myself. The one from comment #1 here is the only one arriving on account of other reasons since the backlog was cleared yesterday. Either the fix, or the upgrade, apparently created a new problem:
Bug 1210603 - all bugmail attributable to, or respecting, opensuse.org products or components should either contain opensuse.org URIs instead of suse.com, or in addition to

Georg, the bugmail /flow/ seems to have returned to normal here, but the URLs contained in them have *not*. Instead, they've gotten worse (also negating the fix from bug 326809). Now, only BSC URLs are contained in them, while only BOO URLs should be contained in those that are exclusively Leap or TW, and those generated on account of reporter or commenter use of BOO to comment in or create. Both BSC and BOO might be a good idea.

After two months, it seems that (open)SUSE is not capable of solving the issue (cf. https://progress.opensuse.org/issues/127769#note-18).

Georg Pfuetzenreuter suggested that I share what the issue was, so here is what I found:

A custom extension in our bugzilla deployment automatically adds the openSUSE bugs user to CC for bugs in openSUSE projects. Previously, the extension handled this through a regex, matching the string "openSUSE" in a project’s name, but this changed during the migration.

Now, there is a database column for products which allows us to set the CC user for a product. Previously, no one set this column for the openSUSE products.

Last bugmail I received containing bugzilla.opensuse.org URLs was 2023-04-11. *All* since then have contained only bugzilla.suse.com URLs. Yet, my web browsers are disallowed from opening bugzilla.suse.com addresses. All my new reports, and all bugmail from bug activity performed by myself, were done via bugzilla.opensuse.org. Please restore provision of bugzilla.opensuse.org in bugmail URLs at least from users of bugzilla.opensuse.org, if not all bugs reported against openSUSE products.
