systemd-presets-common-SUSE does not enable already installed systemd units

Depending on the update order, systemd-presets-branding-SUSE does not enable service files: 1. Update to wtmpdb-0.6.0 2. Update systemd-presets-common-SUSE systemd units are in state "disabled; preset: enabled" 1. Update systemd-presets-common-SUSE 2. Update wtmpdb New systemd units are in state "enabled; preset: enabled", old systemd units are in state "disabled; preset: enabled". If systemd-presets-common-SUSE contains new systemd units, it should always enable them, independend of the order of installation.
