There is a regression since kernel-default-6.3.8-lp154.2.1.g627a49e.x86_64, kernel-default-6.4.0-lp154.8.1.g192b657.x86_64 no longer boots an a framework laptop.

After the kernel and ramdisk is loaded the screen show a flashing cursor and keyboard USB is not probed (backlight stays off).

Please clarify:

You filed this bug against Tumbleweed!
You say that kernel-default-6.4.0-lp154.8.1.g192b657.x86_64 don't boot (a Leap kernel).
Your kernel messages show that you are using 5.14.21-150500.53-default (also a Leap kernel).

So what is correct and how are these different OS versions and kernels connected?

It's the Leap OS with Tumbleweed kernel version.
