CVE-2023-38898

The issue was introduced with this commit: https://github.com/python/cpython/commit/a474e04388c2ef6aca75c26cb70a1b6200235feb

this is only in 3.12, which we dont have, so tracking all as not affected, closing

We have python 3.12rc1 in Factory.
