the crash application reporter "konqi" does correctly send the desired report but the windows stays eternally on "sending" with running "wheel" for ongoing progress, however when closed by hand, the report is found correctly already on kdebugs. So the program apparently works as expected but does not sense that the report has been successfully received by the bugzilla of KDE. 

Reproducible 100% of cases, since about 6 months.

the bug could disorient inexperienced users and cause aborted / repeated bug reporting (duplicates) and frustration (representing IMO a kind of negative gate keeping for inexperienced users).
