While inspecting the code for other reasons I found that KMP dependencies for stable kernel ABI are only generated when %sle_version is defined which would not generate them on ALP.

The simplified ABI code has other problems as well. Rather than trying to fix rip it out. Then correct dependencies are generated always, albeit unnecessarily verbose in Factory.
