openQA test in scenario sle-15-SP6-Online-s390x-create_hdd_textmode_common_criteria@s390x-kvm-sle12 fails in
[shutdown](https://openqa.suse.de/tests/12035110/modules/shutdown/steps/12)

Fails since (at least) Build [19.1](https://openqa.suse.de/tests/12035110) (current job)

Last good: [16.1](https://openqa.suse.de/tests/11952806) (or more recent)

Poweroff command should be available. Installation is done via text mode installer.
