VPN helper does not add a VPN. It just doesn't appear.

GNOME Settings version `gnome-control-center 45.0`

There is nothing in stdout/stderr

Steps to reproduce:
1. Open GNOME Settings;
2. Try to add any VPN by any means;
3. It does not appear.
