[Build 20230927] PDAL FTBFS after update of gdal, makes qgis uninstallable

After the last update of gdal https://build.opensuse.org/request/show/1113618, PDAL doesn't build and this makes qgis uninstallable. ## Observation openQA test in scenario opensuse-Tumbleweed-DVD-x86_64-extra_tests_gnome@64bit fails in [qgis](https://openqa.opensuse.org/tests/3609284/modules/qgis/steps/21) ## Test suite description Maintainer: QE Core, asmorodskyi. Extra tests which were designed to run on gnome ## Reproducible Fails since (at least) Build [20230927](https://openqa.opensuse.org/tests/3608354) ## Expected result Last good: [20230926](https://openqa.opensuse.org/tests/3603818) (or more recent) ## Further details Always latest result in this scenario: [latest](https://openqa.opensuse.org/tests/latest?arch=x86_64&distri=opensuse&flavor=DVD&machine=64bit&test=extra_tests_gnome&version=Tumbleweed)
This can be closed as one can install it now.
PDAL update to 2.5.6 fixed the issue
