openQA test in scenario sle-15-SP3-Server-DVD-Incidents-x86_64-mau-extratests1@64bit fails in
[openssl_nodejs](https://openqa.suse.de/tests/12615978/modules/openssl_nodejs/steps/9)

## Reproducible

Fails since (at least) Build [:31117:nodejs16](https://openqa.suse.de/tests/12615978) (current job)


## Expected result

missing library

Problem: nothing provides 'libicui18n.so.73()(64bit)' needed by the to be installed nodejs16-16.20.2-150300.7.30.1.x86_64
 Solution 1: do not install nodejs16-16.20.2-150300.7.30.1.x86_64
 Solution 2: break nodejs16-16.20.2-150300.7.30.1.x86_64 by ignoring some of its dependencies

This looks like a maintenance problem. older libicu should not have disappeared.

should be fixed since last night. 

icu73_2 was not yet shipped to LTSS, but now is.

please retrigger.
