## Observation

postgresql13-devel does not require postgresql, but will miss /usr/share/postgresql/install-alternatives from postgresql
I assume it's same on all postgresql versions, right now we have this issue on postgresql12 and postgresql13

It was a mistake on my side to use the alternatives mechanism for the devel package as well, because it adds a dependency on the main package that is not wanted. The intention is to be able to build clients by only installing the devel package and libraries, but no further PostgreSQL packages.

Hence I will remove the ecpg binary from the alternatives mechanism and put it directly into /usr/bin . This is possible, because the devel packages of different PostgreSQL versions are mutually exclusive already.
