.local/share/recently-used.xbel contains entries for the recently used files, too.

Is it really that difficult, that no one has an answer, what might be the reason for this problem?

Sounds like .local/share/kactivitymanagerd/resources/database is corrupt.

You can log out and delete it (make a backup if necessary), this will trigger recreation of a new empty database on the next login.

I logged out, renamed the directory and logged in again.
New database files are created, but the problem persists - no recent files or apps.
There is an error.log in this directoy containing one line:

024-05-22T00:00:32 error: near ".": syntax error Unable to execute statement
Comment 11 Michael Hirmke 2024-06-02 11:41:54 UTC
I found the missed setting:

- System settings -> 'Apps & Windows' -> 'Activities'
- double click 'Default' (my only activity profile)
- 'Tracking file and app use'

I was not aware of this setting before, but after activating it and saving the settings, the list of Recent Files was filled immediatly after opening the next file, same for Recent Applications.
Why are there two different places to manage this?
Besides the above mentioned location there also is System settings -> 'Security & Privacy' -> 'Recent Files', but this seems to have no effect at all.
How do they play together?
