fwupd-1.9.7-1.2.x86_64.rpm installed ok
# Additional rpm output:
# /usr/lib/sysusers.d/system-user-root.conf:5: Conflict with earlier configuration for user 'root' in /usr/lib/sysusers.d/fwupd.conf:1, ignoring line.

Fri Oct 20 07:49:15 UTC 2023 - Dominique Leuenberger <dimstar@opensuse.org>

- Update to version 1.9.6:
+ This release adds the following features:
    - Install a sysusers.d systemd file when using
      -Dsystemd_unit_user.

fwupd should of course not create a "root" user. Either fwupd runs with another user, or the file should not be installed.

fwupd-1.9.7-2.1.x86_64 looks fine.
