libcpupower is failing with the following error messages:

[  466s] The package should be of the noarch architecture because it doesn't contain
[  466s] any binaries.

[  466s] cpupower-rebuild.s390x: E: devel-dependency kernel-source
[  466s] Your package has a dependency on a devel package but it's not a devel package
[  466s] itself.

The strange thing is, that it has built with the same source 8 days before. 
Why is a new so file expected?
