The grey login screen doesn't offer an option to change kb layout, at least visually. I use colemak, and have to keep a qwerty kb around just to log in. This should be easy to flip on the gnome conf for the base system, but this is my guess as I'm not a dev.

Good point, but this is a generic GNOME issue so transferring the bug to that componant
