If I set the scale to 105 % then it works well.

When I log out then log in, the scale is at 100 %.

The scale is not recorded.

Not reproducible here. The scaling setting sticks also after a reboot.

Did you already try the basic troubleshooting steps for such cases like testing with a fresh user profile?

1. Scale setting disappears when switching from X11 to Wayland. 106.25 % becomes 100 %

2. Scale setting disappears when switching from Wayland to X11. 105 % becomes 100 %

No you provide completely different informations then in your initial description. This is not a simple logout/login but a complete change of the window manager between user sessions...
