[Build 20240104] LXQt could not be rebuilt against new Qt 5 version

## Observation libqt5 has been updated to the latest minor version. This triggers rebulds for all consumers. a few lxqt packages failed to build though, which in turn makes them uninstallable: * lxqt-about * lxqt-config * lxqt-powermanagement openQA test in scenario opensuse-Tumbleweed-NET-x86_64-otherDE_lxqt@64bit fails in [install_otherDE_pattern](https://openqa.opensuse.org/tests/3849217/modules/install_otherDE_pattern/steps/6) ## Test suite description ## Reproducible Fails since (at least) Build [20240104](https://openqa.opensuse.org/tests/3848584) ## Expected result Last good: [20240103](https://openqa.opensuse.org/tests/3846507) (or more recent) ## Further details Always latest result in this scenario: [latest](https://openqa.opensuse.org/tests/latest?arch=x86_64&distri=opensuse&flavor=NET&machine=64bit&test=otherDE_lxqt&version=Tumbleweed)
