ffmpeg-6-mini-libs requires this-is-only-for-build-envs so should not be published

invalid - it was agreed that all packages should be out - but with correct guards to not be installable (also relevant for devel projects building against DoD repo, to have the same packages available when building against factory as against tumbleweed)

For building it would be sufficient to move those kind of packages into a separate repo that OBS can consume. This caused a real usability issue. zypper came up with hilarious solutions trying to install this package.
