If I try to install ddclient I get

Problem: nothing provides 'group(ddclient)' needed by the to be installed ddclient-3.11.2-1.2.noarch
 Solution 1: do not install ddclient-3.11.2-1.2.noarch
 Solution 2: break ddclient-3.11.2-1.2.noarch by ignoring some of its dependencies

the same goes with mailman3:

Problem: nothing provides 'group(mailman)' needed by the to be installed mailman3-3.3.9-2.2.noarch
 Solution 1: do not install mailman3-3.3.9-2.2.noarch
 Solution 2: break mailman3-3.3.9-2.2.noarch by ignoring some of its dependencies

I guess such groups are missing in the package system-users.

For ddclient there is SR#1144178 that should take care of the issue.
About mailman, I submitted SR#1145033.

SR#1145033 was for another package not in tumbleweed.
SR#1146479 is for the mailman package present in tumbleweed.
