When trying to build anything requiring ffmpeg for Fedora:39, you get an error

 have choice for libvpl.so.2()(64bit) needed by libavcodec-free: libvpl oneVPL

This is due to package name change from oneVPL to libvpl, see https://fedora.pkgs.org/39/fedora-updates-x86_64/libvpl-2.10.2-1.fc39.x86_64.rpm.html

Please add a Prefer: libvpl to the Fedora:39 prjconf to resolve this.

Fedora 40 and Rawhide are also affected.
