On tumbleweed upgrade oracle cloud tools oci-sdk and oci-cli requests to install python-base 2.7.18 which should be obsolute by now. 

Problem: the to be installed python311-oci-sdk-2.121.1-1.1.noarch requires 'python311-sseclient', but this requirement cannot be provided
not installable providers: python311-sseclient-0.0.27-1.1.noarch[OSS]
Solution 1: deinstallation of python311-oci-sdk-2.121.0-1.1.noarch
Solution 2: keep obsolete python311-oci-sdk-2.121.0-1.1.noarch
Solution 3: remove lock to allow installation of python-base-2.7.18-42.6.x86_64[OSS]
Solution 4: break python311-oci-sdk-2.121.1-1.1.noarch by ignoring some of its dependencies
