## Observation

openQA test in scenario opensuse-Tumbleweed-DVD-aarch64-containers_host_docker@aarch64 fails in
[buildah_docker](https://openqa.opensuse.org/tests/4005581/modules/buildah_docker/steps/70)

The error from "buildah pull registry.opensuse.org/opensuse/tumbleweed:latest" is:
Error: could not find "netavark" in one of {[/usr/local/libexec/podman /usr/local/lib/podman /usr/libexec/podman /usr/lib/podman] {<nil>}}.  To resolve this error, set the helper_binaries_dir key in the `[engine]` section of containers.conf to the directory containing your helper binaries.
