In the mentioned project there is a conflict:

conflict for providers of mingw64(pkg:libjpeg) needed by mingw64-libtiff-devel, (provider mingw64-libjpeg8-devel conflicts with mingw64-libjpeg-devel)

which has been ignored by adding 

Ignore: mingw64(pkg:libjpeg):mingw64-libjpeg8-devel

to the project configuration.

But this does not fix this issue for projects using packages from windows:mingw:win64 as recognized at https://build.opensuse.org/project/show/home:rhabacker:branches:games:mingw64. It is required to duplicate the mentioned settings, see https://build.opensuse.org/projects/home:rhabacker:branches:games:mingw64/prjconf
