Steps to reproduce:
1. Boot from openSUSE Leap 15.6 DVD build 650.1.
2. Select "More ..." -> "Rescue System"
3. Select keyboard map ("Japanese" for example)
4. Keyboard map is not applied.

Workaround:
* Run "loadkeys (keymapname)". ("jp106" for example).

This problem did not occur in openSUSE Leap 15.5 DVD.

That would be bug 1218621. It's fixed in Tumbleweed but seems we need
it also in 15.6 now.
