https://github.com/yast/yast-users/pull/347/commits/8612984843c91176614e49ba3818a81a4d4c67ca removed the 'Secondary Groups' new user default UI widget, so secondary groups now have to be configured per user on the command line.  The manual hasn't been updated to reflect this.

The Jira (SLE-20563) linked from the PR is for 15SP4, so I assume SP4 and up are also affected.
