package rsvndump fails to build on Leap 15.6 due to missing subversion libraries

hmmm.. rsvndump not like a SLE package.

Ah I confused the packages. rsvndump functionality is mostly provided by svnrdump though.

In any case I believe that this may be caused by the same reason as bug 1221211.
