The display manager shows up in Czech language, which makes writing password really difficult. 
On the bottom of the screen can be changed KDE/GNOME/... successfully. Next to it is a button for changing languages, but it shows empty frame with two invisible options. None can be picked. 

I tested on GDM and SDDM. Both shows empty frame.

After another reboot, the issue is visible only in SDDM.

You mean the keyboard layout? SDDM uses the system default for keyboard layout and language, i.e. you can use localectl to configure it. Does that work?

I will close it. After last upgrade is finally working logging directly into Plasma without requesting password, so let's hope it was just unexpected configuration.
