Trying to install php81-intl get tho following error:

zypper in php81-intl

This is clearly not a problem of the installer (YaST); you didn't even use it. If you don't know the Bugzilla component, please select "other", NOT "installer".

This is not even a problem of zypper which you used; dependency problems are almost always a problem of the involved packages. And in This case it's clearly one of the PHP packages.
