Apparently %{?python_enable_dependency_generator} does not work in SLE15/Leap15   codestream, it does not generate the relevant "requires" symbol, the runtime requirement need to be defined in specfile as Requires explicitly. In addition to that, we need a python-css-parser to build with python 3.11, yes.

https://build.opensuse.org/request/show/1178987 + https://build.opensuse.org/request/show/1178978(optional but better have) should fix gajim problem, tested it on my vm.
