i installed cockpit-machines using zypper
started the module in my browser
it told me hardware virtualization was disabled
i clicked ignore
it told me libvirt is not active
i looked into my installed  packages to notice libvirt wasnt installed
i installed libvirt using zypper
enabled and started the service with cockpit
virtual machines module works now :D
