I'd like to propose new default size for VMs to be 25GB.
When it comes to Agama 8/9 of today you have to drop swap (in my case 3GB) to fit on the default 20GB VM image in virt-manager.

Do you know what definition you were using in virt-manager to install
Leap 16.0? In other words, there isn't a Leap 16 yet in the osinfo database
so you must have chosen something else, perhaps Leap 15.6?
If you don't recall, please attach the ~/.cache/virt-manager/virt-manager.log
file.
