Hello

suse-module-tools conflicts with filesystem before usermerge
# TW: conflict with pre-usrmerge
Conflicts:      filesystem < 16


This wasn't handled well for non TW distributions. Interestingly it fails only on s390x.

If we want to have package in mandatory packages in Agama, this should rather be building.

Having package on s390x would help with migration from 15.6 -> 16.0

Ah not a bug ... this is just an issue in devel project

on 15.6 it built fine as the conflict is set correctly in there https://download.opensuse.org/distribution/leap/15.6/repo/oss/s390x/openSUSE-repos-Leap-20240516.5431918-lp156.1.2.s390x.rpm
