Packaged oci-cli requires python311-oci-sdk, but that conflicts with python311-urllib3.

 Solution 1: deinstallation of python311-urllib3-2.1.0-3.1.noarch
 Solution 2: do not install oci-cli-3.43.2-1.1.noarch
 Solution 3: break oci-cli-3.43.2-1.1.noarch by ignoring some of its dependencies
