Issue :
> KWin compositing turns back on by itself when mouse is moved. Apps like Gamescope will try turning it back off and fight against KWin, ending up with a crash of either gamescope or KWin.

Steps to reproduce :
> Start an X11 session
> Turn off compositing with Alt+Shift+F12
> Move the mouse and observe compositing turning back on

Additionally deactivating "Allow applications to block compositing" kind of fix the issue with Gamescope but after that even when reactivating "Allow applications to block compositing" Gamescope seems unable to deactivate compositing and a reboot is necessary to observe the issue again.
