## Observation

After starting getty on a new console for the first time, the aggety service reports _failed to open credentials directory_.

The message can also be reproduced by running "agetty --reload".

Comparing to my local running TW, after reloading agetty, I do not see that it would try to open "/run/credentials/getty@tty6.service" as it is in the failing tests.
