I'm using KDE3 kmail 1.9.10 on the latest Tumbleweed Plasma 6.1.2.  

When kmail is resident in the system tray, clicking on the system-tray icon fails to open and raise the window IFF other windows are visible and kmail3 was not already on top.

For example, if I arrange kmail so a konsole is overlapping and in front of the kmail main window, then I click the tray icon, kmail will properly disappear from the desktop and the panel's list of running applications.  If I then click again on the tray icon, kmail reappears in the panel's list of running applications, but the kmail main window is not restored. 

If I ensure kmail is on top, or that no other windows are overlap it, then clicking on the tray icon behaves normally.

I think this is a pretty recent change in behaviour, maybe in the last week or so.

I rebooted into tumbleweed 20240704, it doesn't happen there. So it appears to be caused by something after in 20240704, something in  20240714.

In the boot of 20240704 only the OS is reverted, not /home, so the issue is unlikely to be caused by a change in config files under /home.

I can no longer reproduce this issue.  It was happening in 20240716 this morning. While investigating further I logged in and out several times. On the latest and subsequent logins restoring kmail from the tray is behaving properly.

I suspect something in my saved session-state was corrupted and somehow one of the logins cleared it (perhaps a login without kmail being restored).

I'm occasionally seeing plasma-6 fall over on login, possibly that was the original cause, perhaps causing session-state to become corrupt. In which case the issue may reoccur because plasma-6 is still occasionally erroring on login, but at least things are back to normal now.
