If you disable wireless in NM (right click -> uncheck wireless enabled), first,
the wireless networks are still listed in the left click (is it still scanning?)
and second, if i explicitly click on a network, it goes through the motions of
connecting, connects and then quickly disconnects because wireless wasn't
re-enabled.

Alright, both issues are fixed.  Committed to NM CVS and will be in our next NM package.

I went a step further and ensured that NM is in "wireless lock down" mode when wireless is disabled.
