I exchanged with Michael Andres from SUSE team about Bug 121925 - " External
YaST installation source don't refresh ", since SUSE 10.0 users did not see
any newly added packages since the day they added the external source, even
with automatic refreshing action activated.

Michael Andres concluded that timestamp in media.1/media file for every
repository needed to be updated.

The workaround is a little bit tricky as we have to manually delete and
 re-add the external source every time we want to update our systems.

Michael has contacted Göttingen admin and a corrective action has been effective for packman and suser-guru repositories until now.

Suse team is responsible for suppl. KDE/GNOME repositories.
As suppl. KDE/GNOME repositories are also very important and
often updated, can you take into account those into your administrative
scripts ?

I don't think it makes much sense adressing the same problem in two reports. Hence marking this as a duplicate. Please discuss this in bug #121925. You might reopen it.
